olat.config.* encoding set to utf-8

all java files are utf8

everything under webapp/static (.html and .htm files) is now utf-8 encoded

i18n is now set fixed to iso-8859-1

minor chanches and new testusers, that do not conflict with other testusers

webapp/content files are always UTF-8! do not change files in webapp/content to any other encoding, velocity will open file using UTF-8

First step from ant to maven brasato 1865 builds with maven maven -> produces a war file -> copy paste to tomcat and it starts
